- 일본의 지방도시소멸에 관한 고찰 -
일본은 2014년 5월 일본창성회의가 「소멸가능성도시(消滅可能性都市) 896 리스트」를 발표하였고, 이를 계기로 일본 내 인구감소의 심각성에 대한 국민들의 관심도 급격히 증 가하게 되었다. 이를 기점으로 일본은 지방도시의 소멸을 방지하기 위해 정부차원의 정책 인 지방창생전락을 수립하고 추진하고 있지만 거의 10년이 지난 지금까지도 정책의 가시 적인 효과는 나타나지 않고 지방도시인구의 감소와 지방도시소멸의 공포는 지속되고 있 다. 현재 한국의 상황이 일본의 상황보다 더욱 심각한 단계로 지적되고 있어 현시점에서 일본의 정책에 대해 살펴보는 것은 큰 의미가 있다고 생각된다. 연구결과는 다음과 같다. 먼저 지방도시소멸의 정책방향은 첫째, 지방도시 소멸이라는 불편한 진실을 정확하고 냉정하게 인식한다는 것, 둘째 관련 정책은 가능한 빠르게 추진 할수록 효과가 크게 나타날 수 있다는 것, 셋째 정책의 기본은 젊은이와 여성이 활약할 수 있는 사회를 재구축하는 것이다. 마지막으로 지방도시소멸에 대한 정책의 목표는 첫 째 희망출산율의 실현하고 둘째 대도시로 젊은층 인구유출 흐름의 대전환을 수행하는 것 이다.
A Study on the Extinction of Local Cities in Japan
In Japan, in May 2014, the Japan Creation Conference announced the 「896 List of Potential Cities」. With this as a starting point, Japan has established and implemented a government-level policy called “Local Creation Strategy” to prevent the disappearance of local cities. of fear persists. The current situation in Korea is pointed out to be more serious than that in Japan, so it is very meaningful to look into Japan's policy at this point. The research results are as follows. First, the policy direction of local city annihilation is that the first is to recognize the inconvenient truth of local city annihilation accurately and soberly, secondly that related policies can be more effective the sooner they are pursued, and third, the basic principle of the policy is that young people and women It is about rebuilding a society that can be active. Lastly, the goal of the policy on the annihilation of local cities is to first realize the desired fertility rate and secondly to carry out a great transition of the outflow of young people to large cities.
